Structure of the guidelines document

The Guidelines discuss issues that are broader than the areas for which recommendations have been made, but the body of the document is largely grouped around the five ‘domains’:

  1. education and training institutions,
  2. accreditation and regulation,
  3. financing,
  4. monitoring and evaluation, and
  5. governance.

Each domain includes various sub-dimensions. Recommendations are made in four of these five domains; for each, a summary of the evidence tables and a commentary on implementation considerations is presented.

A final section identifies gaps in available knowledge, which should be further researched at country and global levels.
